Italian Army: Adaptive Interaction 2024 Exercise Concluded. Over 200 Specialized Civil-Military Cooperation Operators Take part in ADIN 24.

Motta di Livenza, December 4, 2024 – The “Adaptive Interaction 2024” (ADIN24) exercise concluded today at the “Mario Fiore” Barracks in Motta di Livenza, home to the Multinational CIMIC Group / 7th CIMIC Regiment. This unit of the Italian Army specializes in civil-military cooperation (CIMIC). The exercise also took place at the logistical training base “Villaggio Tempesti” in Corvara in Badia (BZ).
The aim of the activity was to test and evaluate the capabilities of the Multinational Command Staff and CIMIC Battalion units deployed in support of NATO operations. Approximately 200 CIMIC operators from various countries (Austria, Bulgaria, Czech Republic, Greece, Italy, Latvia, North Macedonia, Netherlands, Poland, Portugal, Romania, Slovenia, Spain, Hungary, and the United States) participated, alongside representatives from various NATO commands.
The exercise was conducted in a virtual scenario designed to match the complexity and nature of operational contexts where NATO may intervene. The objective was to facilitate coordination and cooperation between the military component and civilian organizations operating in the field. The personnel could hone their procedures through a series of simulated activations replicating real-world events that CIMIC operators could encounter during actual Operations.
The two-week exercise also included practical training “on the ground” for personnel engaged in activities triggered by the Command’s simulations. These personnel operated within two multinational CIMIC units—one led by Italy and the other by Portugal—composed of Tactical CIMIC Teams from Austria, Czech Republic, Greece, Italy, Portugal, Romania, Spain, Hungary, and the United States. These teams were deployed to the “Villaggio Tempesti” base, which, having undergone progressive modernization, is capable to regularly support the training needs of the Army, Defense, as well as partner Nations’s Units. The base also hosts sports organizations like the Defense Paralympic Sports Group and volunteer associations.
CIMIC operators were thus enabled to interact with their civilian counterparts - portrayed by role-players including local authorities, officials from Governmental, Non-Governmental, and International Organizations. These role-players, trained in negotiation and communication techniques through CIMIC courses, attesting to the strong ties with local institutions, the productive sector, and the educational community.
A particularly relevant activity, involved a collaboration with Terna, an Italian electricity transmission network operator. At an electrical substation provided for the exercise, CIMIC operators met with Terna’s qualified personnel to resolve a hypothetical critical issue. Communication, command, and control systems enabling interactions between the exercise’s many components were provided by personnel from the 7th Army Signal Regiment in Sacile.
This activity also served as an opportunity to enhance the interoperability of CIMIC assets and foster relationships among operators of different nationalities. During a press meeting, Colonel Piero Furlan, Multinational CIMIC Group Commander, emphasized that CIMIC is a true center of excellence for training personnel in the delicate field of civil-military cooperation. “Only through continuous training can we acquire the necessary skills to manage every situation with precision and readiness,” he stated.
The Multinational CIMIC Group, established in 2002, is an Italian-led joint unit to which Greece, Hungary, Portugal, Romania, and Slovenia also contribute. CIMIC operators from the Multinational CIMIC Group and the 7th CIMIC Regiment are currently engaged in international and bilateral operations in Kosovo, Libya, Iraq, Niger, Lebanon, Somalia, and East Africa.
