ARTIFICIAL INTELLIGENCE AND CIVIL ENVIRONMENT UNDERSTANDING AT THE CENTRE OF CUCC 2026 DAY 2

The second day of the 19th CIMIC Units Commanders’ Conference focused on the relationship between artificial intelligence, civil environment understanding and innovation in support of CIMIC. The discussion confirmed how emerging technologies can strengthen analytical capability, improve the understanding of civil dynamics and support a more solid reading of the operational environment.

In a context marked by growing complexity, rapid change and increasing informational pressure, the value of artificial intelligence lies in its ability to turn large volumes of data into elements useful for situational awareness. From the analysis of civil actors to the resilience of critical systems, and from the identification of weak signals to changes in the human environment, the sessions highlighted AI’s potential as an enabler of the analytical function.

At the same time, one principle clearly emerged: artificial intelligence does not replace human judgement. Professional experience, contextual understanding and interpretative ability remain essential to give meaning to data, distinguish risks from opportunities and support informed decision-making.

In parallel, a dedicated session for Command Senior Enlisted Leaders and Senior NCOs highlighted the role of leadership, education and professional development in the field of CIMIC.

The second day therefore further confirmed CUCC as a valuable forum for professional exchange on issues that directly affect the CIMIC community’s ability to understand the civil environment and contribute to operational effectiveness.
